- User accounts provisioned and access verified for every site, CRA, and sponsor user who needs day-one access
- Site and CRA training completed and documented before enrollment is permitted to open
- Lab normal ranges, coding dictionaries, and external data feeds confirmed configured and validated
- Formal go-live sign-off recorded, marking the point of transition from build to conduct
